Can we copy another provider's statement?

You can, and the assessor will notice. It will describe a service that is not yours. We write from your model even when that makes the document shorter and less impressive.

How long is a good statement of purpose?

Long enough to be true and specific. Padding with mission language does not help. The assessment is whether a stranger could understand what you do and who you do it for.
